In small tractors the braking system is managed by the brake shoes, here’s how they work:
When braking, the hydraulic circuit is pressurized and acts on the wheel brake control cylinders. The latter, which press the shoes arranged in pairs against the drum, create friction which brakes the wheel.
The particular geometry of drum brakes means that the brake shoes, once resting on them, also tend to rotate partially. Due to this particular geometry, the braking force varies slightly according to the direction of rotation of the drum.

Shoes are usually changed in pairs (one pair for each wheel) and generally across the axle (for both rear/front wheels).
